Looking for the Certificat de sélection du Québec (CSQ)?

If you’ve arrived at CSQ.com searching for the Quebec Selection Certificate (CSQ) related to immigration — here’s what you need to know.

What Is the Certificat de sélection du Québec (CSQ)?

The Certificat de sélection du Québec (CSQ) is an official document issued by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI). It confirms that the Government of Quebec has selected you — or your family — to settle in the province under one of its economic immigration programs.

Once granted, the CSQ allows you to apply to the Canadian federal government for permanent residence. It’s important to note:

  • The CSQ is not a visa, nor does it guarantee entry into Canada.

  • It is a provincial selection, not a federal approval.

Validity of the CSQ

As of August 2, 2018, CSQs are valid for 24 months or until Immigration, Refugees and Citizenship Canada (IRCC) makes a final decision on your permanent residence application — whichever comes first.

CSQs issued before that date remain valid for 36 months.

Quebec Immigration Programs That Issue CSQs

Applicants may receive a CSQ through one of the following programs:

  • Quebec Skilled Worker Program (QSWP)

  • Programme de l’expérience québécoise (PEQ – Quebec Experience Program)

  • Quebec Investor Program

  • Quebec Entrepreneur Program

  • Quebec Self-Employed Worker Program

Each program has its own eligibility requirements, including:

  • Work and education history

  • Language proficiency

  • Time spent in Quebec

  • Financial assets

  • Civil status and family profile

Note: Applications are only accepted during specific intake periods, depending on the program.

After You Obtain a CSQ

Once selected by Quebec and issued a CSQ, applicants must then:

  1. Apply separately to the federal government (IRCC) for permanent residence.

  2. Undergo criminal and medical background checks.

  3. Provide police certificates, travel history, and medical results.

  4. Possibly attend an interview, if additional verification is needed.

Can You Work in Quebec With a CSQ?

Yes — if you hold a valid CSQ, you may work in Quebec without needing a Labour Market Impact Assessment (LMIA). Special CSQ-based work permits are available for eligible applicants.

Do You Need a CSQ to Study or Temporarily Work in Quebec?

No.

If you’re coming to Quebec as a temporary foreign worker or international student, you do not need a CSQ. Instead, you may need a different document called a Certificat d’acceptation du Québec (CAQ).
